Insurance procedure for aliens entering the territory of UkrainePursuant to the laws of Ukraine, the right to free-of-charge medical assistance shall be granted to the citizens of Ukraine and aliens foreign subjects (nationals of other countries and stateless persons), who reside permanently on the territory of Ukraine. For all other aliens, the procedure for rendering medical assistance shall be established by the Cabinet of Ministers of Ukraine. The Cabinet of Ministers of Ukraine has passed two consecutive resolutions, No.79 on January 28, 1997 and No.1021 on September 17, 1997, where the Procedure for rendering emergency medical aid to the aliens, who reside temporarily on the territory of Ukraine, was approved. Pursuant to the Procedure for rendering emergency medical aid to aliens, the obligatory availability of insurance policy (certificate), was established for foreigners and stateless persons, who reside temporarily on the territory of Ukraine, that guarantees the payment of the emergency medical aid cost which police (certificate) shall be purchased from (issued by) the State-owned joint-stock insurance company of Ukraine specializing in payment of the emergency medical aid to aliens. The said insurance policy (certificate) may be bought from (issued) at the time of registration of the entry documents or crossing the state border of Ukraine. The said regulation shall cover no employees of diplomatic missions and employees of consular departments of foreign states and members of their families, members of official delegations who arrive by the invitation of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the Constitutional Court of Ukraine, the members of warship and auxiliary warship crews, the persons who have received the refugee status in Ukraine subject to the established procedure, and persons, who have applied for refugee status in Ukraine. Should the effective international treaties of Ukraine establish other rules, the provisions contained in the international treaties of Ukraine shall apply. The nationals of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kirghiz Republic, the Republic of Moldova, the Russian Federation, Tadjikistan, Turkmenistan, the Republic of Uzbekistan, the Republic of Bulgaria, Hungary, Czechia, the Great Britain, and Mongolia, with which Ukraine has the agreements concerning free-of- charge rendering of emergency medical aid, may have no insurance policy (certificate) as aforesaid. No insurance policy (certificate) as aforesaid, is required for the experts in the field of public health services of the People's Republic of China, students, post-graduate students, persons sent for scientific specialization from the Democratic People's Republic of Korea and Poland, organized tourist groups from Romania. The Cabinet of Ministers' of Ukraine Resolution No.227 dated February 20, 1999 approved the Rules of execution of the visa documents for entry into Ukraine. The Rules of execution of the visa documents for entry into Ukraine stipulate the grounds for refusal to an alien foreign subject or stateless person in visa execution, which include, among other things, "unavailability of the insurance policy in the form stipulated by the laws of Ukraine" (the State-owned joint-stock insurance company (DASK) "Ukrinmedstrakh").
