Insurance procedure for aliens entering the territory of Ukraine


Pursuant to the laws of Ukraine, the right to free-of-charge medical assistance shall be granted to the citizens of Ukraine and aliens foreign subjects (nationals of other countries and stateless persons), who reside permanently on the territory of Ukraine. For all other aliens, the procedure for rendering medical assistance shall be established by the Cabinet of Ministers of Ukraine.

The Cabinet of Ministers of Ukraine has passed two consecutive resolutions, No.79 on January 28, 1997 and No.1021 on September 17, 1997, where the Procedure for rendering emergency medical aid to the aliens, who reside temporarily on the territory of Ukraine, was approved.

Pursuant to the Procedure for rendering emergency medical aid to aliens, the obligatory availability of insurance policy (certificate), was established for foreigners and stateless persons, who reside temporarily on the territory of Ukraine, that guarantees the payment of the emergency medical aid cost which police (certificate) shall be purchased from (issued by) the State-owned joint-stock insurance company of Ukraine specializing in payment of the emergency medical aid to aliens.

The said insurance policy (certificate) may be bought from (issued) at the time of registration of the entry documents or crossing the state border of Ukraine.

The said regulation shall cover no employees of diplomatic missions and employees of consular departments of foreign states and members of their families, members of official delegations who arrive by the invitation of the President of Ukraine, the Cabinet of Ministers of Ukraine, the Verkhovna Rada of Ukraine, the Constitutional Court of Ukraine, the members of warship and auxiliary warship crews, the persons who have received the refugee status in Ukraine subject to the established procedure, and persons, who have applied for refugee status in Ukraine.

Should the effective international treaties of Ukraine establish other rules, the provisions contained in the international treaties of Ukraine shall apply.

The nationals of the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kirghiz Republic, the Republic of Moldova, the Russian Federation, Tadjikistan, Turkmenistan, the Republic of Uzbekistan, the Republic of Bulgaria, Hungary, Czechia, the Great Britain, and Mongolia, with which Ukraine has the agreements concerning free-of- charge rendering of emergency medical aid, may have no insurance policy (certificate) as aforesaid.

No insurance policy (certificate) as aforesaid, is required for the experts in the field of public health services of the People's Republic of China, students, post-graduate students, persons sent for scientific specialization from the Democratic People's Republic of Korea and Poland, organized tourist groups from Romania.

The Cabinet of Ministers' of Ukraine Resolution No.227 dated February 20, 1999 approved the Rules of execution of the visa documents for entry into Ukraine. The Rules of execution of the visa documents for entry into Ukraine stipulate the grounds for refusal to an alien foreign subject or stateless person in visa execution, which include, among other things, "unavailability of the insurance policy in the form stipulated by the laws of Ukraine" (the State-owned joint-stock insurance company (DASK) "Ukrinmedstrakh").

Reminder for aliens on rendering medical assistance
on the territory of Ukraine

The Government of Ukraine has approved the Procedure for rendering medical assistance to foreign nationals who temporarily stay on the territory of Ukraine which provides for obligatory availability in the aliens and stateless persons of insurance policy (certificate) issued by the State-Owned Joint-Stock Insurance Company of Ukraine for rendering emergency medical aid to the foreign nationals (DASK "Ukrinmedstrakh").

On the territory of the European Union member countries, the certificates which guarantee the payment for emergency medical aid in Ukraine, are sold by АХА Colonia Krankenversischerung AG.

Once purchased, the certificate completely releases an alien from costs to emergency medical aid. At the same time, an alien may be rendered emergency medical aid in Ukraine without restriction of its cost and number of visits during the validity term of the certificate. The payment for such emergency medical aid to medical establishment will be effected by DASK "Ukrinmedstrakh".

DASK "Ukrinmedstrakh" was founded pursuant to the Government of Ukraine Resolution for coordination of rendering the emergency medical aid to the aliens who temporarily stay on the territory of Ukraine.

The Company has concluded agreements on rendering the medical assistance to aliens with 758 state-owned, municipal, and medical establishments of private ownership pattern in all regions of Ukraine and the Autonomous Republic of Crimea. An alien may be rendered medical aid in the major specialized, multi-profile hospitals, health centers, clinics, dispensaries, etc. Where required, the company provides transportation to medical establishment with the sanitary transport, sanitary plane or a helicopter.

DASK "Ukrinmedstrakh" has own dispatching center operating round-the-clock and equipped with telephone and facsimile communication. At this dispatching center, the qualified doctors are on duty which, upon an alien’s request, will diagnose the disease(s), will organize and check the rendering of the medical assistance as required.

In order to get medical assistance, an alien may call to the DASK "Ukrinmedstrakh" Central Dispatching Center at (044) 216-8010 or (044) 216-0997 (round-the-clock).

Seeking medical assistance, an alien is expected to communicate his/her first and family names; series, number and validity of the certificate; the problem which has arisen in the certificate holder, his/her complaints and condition; place of location of the certificate holder; phone number to contact with the certificate holder or his/her representative for the company’s dispatcher or the doctor.

Depending on his/her health condition of an alien, medical assistance may be rendered by emergency medical assistance service or an alien may be offered to contact the certain medical establishment. During the treatment, the DASK "Ukrinmedstrakh" doctors will supervise the extent and quality of rendering the medical assistance.
